Hailey Comprehensive Plan Update

The City of Hailey is embarking on an update to its Comprehensive Plan, one of the City’s most important policy documents. The Hailey Comprehensive Plan is used by the City to guide long-range planning efforts, assist in the review of development proposals, and support other activities that shape the built and natural environments in the heart of the Wood River Valley. Further, it sets a community-wide vision for the future, building on past events and present characteristics while focusing on opportunities for growth and prosperity informed by a robust public process.
The plan is intended to serve as guide for all other planning efforts and policy development in the city, providing a road map to shape area-wide and neighborhood-scale plans, and providing a more detailed examination of a particular topic, goal, or vision. This plan considers the importance of the natural setting, population, housing, and economic patterns as well as the unique character and quality of life that provides a sense of place and cultural identity. It examines the ways in which communities utilize land and looks to create a place-based method of guiding future development that considers Hailey’s unique character and qualities, preserving important landscapes while offering appropriate and well-scaled opportunity for growth and prosperity in the coming years.
Please join us in the process of reexamining, amending, and celebrating this update! Community involvement is an integral component to a successful Comprehensive Plan Update. Surveys
The Comprehensive Plan Update will impact each and every member of the Hailey community, both now and into the future. Taking one of the surveys associated with the Update is one of the most important and easiest ways to share your vision for the future of Hailey. Most surveys take 15 minutes to complete, and the amounts and types of responses we receive will directly guide the outcomes of the Update. All survey responses will remain completely anonymous, and we will never share any personally identifiable information. Your ideas and opinions are critical for a successful update - please make them heard!
April-May, 2024: First survey available
The first survey will be available to complete online, as well as in person at various community events that Hailey City Staff will be attending. A link to complete online surveys will be posted to this Comprehensive Plan Update webpage. Â
November-December, 2024: Second survey available
This survey will present a series of follow-up questions, based on responses from the first survey, public meetings/open houses, and Advisory Committee feedback.Â

Public Open House
The City of Hailey will host a number of public meetings ("Open Houses") throughout 2024. Open Houses provide the opportunity to have longer discussions about the Update, ask more complex or nuanced questions, and speak face-to-face with City Staff and the consultant team members that are working on the Update.
- The first open house was held on April 18, 2024
- This event was a huge success! Over 80 people came to Town Center West, met with City of Hailey staff at Town Center West, and participated in interactive activities like community asset mapping and brainstorming Hailey's future vision statement. A lot of plain old, authentic discussions happened as well. The Hailey community is passionate about where they live, and this event showed that clearly.Â
- November-December, 2024: Public Open House #2
- Our second "open house" will be hosted online, available for anyone to participate and learn at a time that works best for them. Our interactive StoryMap guides our community through the progress and milestones of the Comprehensive Plan Update so far in 2024. Options to take our second survey and provide feedback on the draft Update sections are available through this open house/StoryMap.Â
Spread the word!
Many people have never engaged with the Hailey Comprehensive Plan, nor do they understand its purpose and impact. Some of the best things you can do to positively impact the Update process include:
- Talk with others about things like jobs and businesses, housing, environmental stewardship, family and social services, and recreation in Hailey. What does your ideal future Hailey look like?Â
- Engage with Hailey City Staff and the Community Development Department. Our doors are open to the public, and both drop-ins and planned meetings are welcome. We are located at 115 S Main Street (above the Library), and we are open Monday-Thursday 9-5, and Friday 9-12. We are ready to listen to your opinions, concerns, and questions, no matter if they are positive, negative, complicated, or simple. Â
- Attend a City Council or Planning and Zoning Commission meeting.
- Asking your Homeowner's Association president or representative to complete a survey, and share it amongst residents.Â
- Inviting a friend or family member, and attend an Open House together.Â
Hailey’s Comprehensive Plan was first approved in 1978. Since then, four larger updates have been completed: 1982, 1998-2003, 2010, and 2012, as well as minor amendments: 2016, 2019, 2020, 2021. So much has changed in Hailey since our last update (2010), and to better understand the existing conditions and trends in Hailey today, we need your participation in shaping a more relevant community-wide vision, appropriate and applicable for years to come. Â

- What is the Comprehensive Plan?
- The Comprehensive Plan is a visionary document that creates a blueprint for the development, growth, and management of a community, essentially a road map for the future of our City. It is intended to outline a set of goals, policies, and priorities to inform the tenets of land use, transportation, housing, community services, economic development, infrastructure, environmental sustainability, and historic and cultural resources. This high-level policy framework seeks to protect the natural environment within an around Hailey while fostering a livable, vibrant, and sustainable community. This integral plan further supports the City’s vision through a clear, concise mission, succinct goals, land use direction, and actionable items that aid in the successful implementation of the plan over its lifespan.

Advisory Committee
The Comprehensive Plan Update Advisory Committee is an invaluable component of this Update process. Committee members were selected to represent the diversity of livelihoods in Hailey, as best as possible. The Committee Members meet continuously with City Staff and the Update Team to provide survey response feedback, assist in outreach activities, and help guide the creation of a Comprehensive Plan Update that authentically represents the experiences of Hailey citizens and their vision for our City's future.Â

Economic Development Committee
In addition to the contributions of our Advisory Committee, the Comprehensive Plan Update will also be supported by an Economic Development Committee. The members of this Committee may be considered subject-matter experts in the economic profiles of not only Hailey, but the Wood River Valley as a whole. Their areas of expertise, respectively, span from local business and workforce development, to transportation, real estate, and tourism.
